The distinction the response insists on is between usage and subscriptions: mobile subscriptions per hundred inhabitants routinely exceed one hundred because of second SIMs, devices and machine-to-machine connections, and a value of one hundred and thirty does not mean everyone has a phone and a third of people have two.
